Some update.

I hooked the purge valve back up.
I unhooked the line going into the charcoal canister from the fuel tank.
This leaves a small Pin size hole
Ran a new line from fuel cell up the rollbar and put a vent on it.

3 times now i have idled the jeep for 10-15 minutes each time and it idles perfect

have yet to road test it as i have no TCase in currently

hopefully having parts of the EVAP system hooked up it still allows it to run

Based on the previous issues it definitely sounds like the tank was not being properly vented, which causes the pressure to build-up over time and start causing the engine to run bad. Really don't think it has anything to do with the ECM sending a signal to run like that.
